The Conservation and Outdoor Recreation Education Program

The CORE program, managed by the BC Wildlife Federation for the Ministry of Forests, Lands, and Natural Resource Operations, is British Columbia's key hunter education initiative. It's mandatory for residents aged 10 and up seeking a B.C. Fish & Wildlife ID (FWID) and hunting credentials for a B.C. resident hunting license. The program covers firearms handling, conservation, ethics, laws, first aid, animal and bird identification, and Indigenous hunting relations. It includes a written exam (passing score: 60/80) and a practical firearms test (passing score: 23/30).

 

Participants can skip the practical firearms test with proof of completion of the Canadian Firearms Safety Course (CFSC); it is recommended for better understanding of the program's firearms component. A PAL is not sufficient to bypass the practical firearms test. If you cannot locate your CFSC completion paperwork, contact bcytcfp@rcmp-grc.gc.ca to obtain proof of completion.

Typically held on weekends, in-person classes are two day courses (*plus a one hour written test, and additional time for the practical firearms exam). Classes go beyond instruction, featuring personal anecdotes, pictures, videos, and active class participation. The program fee covers both the written test and practical firearms exam, providing participants with a comprehensive
learning experience.

Self Study

Individuals can self-study the CORE manual and Hunting and Trapping Regulations Synopsis to challenge the CORE written exam and firearms practical test. This option allows individuals to demonstrate their knowledge and skills without completing the full program. CORE manuals are available at local hunting/firearms stores or libraries.

To obtain a Possession and Acquisition License (PAL), completion of the Canadian Firearms Safety Course (CFSC) is required. This allows hunters to legally purchase and own firearms for hunting purposes. The courses are conducted by our affiliated company,
Recon Firearms Training.

Canadian Firearms Safety Course (CFSC | Unrestricted) & Conservation and Outdoor Recreation Education (CORE)

Conveniently sign up for both programs through Out There Hunting Co., with classes scheduled at the same teaching location for your added convenience. Successful completion of both the CFSC and CORE are your first steps in starting your hunting journey.

The CFSC is offered by our partner Recon Firearms Training. Successful completion of the CFSC allows participants to apply for a Possession and Acquisition License (PAL). Please see their FAQ page for information regarding unsuccessful written/practical exam attempts.

Steps to Buy Hunting Licenses in British Columbia

  1. Take the CORE course

  2. Take and pass the CORE Exams

  3. Submit your test results to the British Columbia Wildlife Federation (BCWF to receive your CORE Graduation Certificate

  4. Use your CORE Graduation Certificate to apply for a Fish and Wildlife ID

  5. Buy hunting licenses

​Cancelation Policy

  • All course fees are non-refundable.

  • Notice: Please provide at least 48 hours' notice if you need to re-schedule. 

  • Without 48 hours' notice, you forfeit 100% of your fees.

  • Credit for Future Course: If you give more than 48 hours' notice, you can use your payment for a future course; a $50 transfer fee applies.

Cancelled Class:

  • If we cancel, you'll receive a full refund.​
     

If you do not achieve passing scores on the written exam or practical firearms test, you can retake them for $30 each. After each attempt, there is a required 24-hour waiting period before retaking either.
